The game starts ok, i can move around the world, start missions. However i can look anywhere with the help of my mouse. The mouse only reacts to button 1 (fight/shoot). when i click Esc and get the game menu, the mouse works well.
I tried a bunch of stuff and killing explorer.exe with task manager was the only thing that worked for me (Win8 64-bit). After playing you can use task manager again to run explorer.exe to bring the desktop back.
try changing the sensitivity and putting it back. it works for me. If you have problems with the game go to the steam library and go to local files to browse local files. right click on gta-vc and proprieties and select compatibility and select the game to run in windows xp and select run in 640xsomething :) it works for me very well on windows 10
